City Attorney

The City Attorney is the chief legal advisor to the City Council, City Manager and operating departments, and all appointed boards and commissions. The City Attorney's Office provides a full range of legal services to the Town including the following:

  • Provide general legal counsel and representation by conducting legal research and preparing ordinances, resolutions, opinions and advice letters on subjects including elections, land use, open meeting laws, public records and legislative procedures.
  • Defend the Town in general civil litigation and employment matters as well as prosecuting lawsuits on behalf of the Town to recover costs from third parties responsible for injuries caused to Town personnel and property.
  • Review, edit, draft and negotiate contracts and other transactional documents and agreements for departments.
  • Manage outside special counsel

Mr. Norman I. Book, of Carr, McClellan, Ingersoll, Thompson & Horn, serves as the City Attorney. Since Mr. Book serves the Town as the City Attorney, it is not possible for him to provide personal legal assistance to residents on contested matters with the Town, and he should not be contacted for legal advice in that regard. Town staff can generally provide the necessary direction to residents regarding the Town's ordinances and procedures.
