What is a building permit?

A building permit provides legal permission to start construction of a building project in accordance with approved drawings and specifications. Building permits are beneficial to you and your community. As you work with Building Division staff, you will benefit from their knowledge of the building codes to ensure your construction project is built right, it will be safe and it will last. Safe construction practices help protect you, your family, your friends and your investment. Be sure to get your local code official involved with your project, because the Building Department is your partner.


When do I need a permit?

The best way to find out if you need a permit is to call the Building Division. The staff is there to provide information about safety and to help in the understanding of your local building codes. Be sure to discuss your plans with the code official before you begin construction to determine whether you need a permit. If a permit is not needed, the code official will answer your construction questions and provide valuable advice. Permits are required for the following:

· New buildings

· Additions (bedrooms, bathrooms, family rooms, etc.)

· Residential work: decks, garages, fences, gates, antennas, satellite dishes, fireplaces, pools, water heaters, landscaping, etc.

· Renovations of garages, basements, kitchens, bathrooms, storage, pool houses and re-roofing, etc.

· HVAC (heating, ventilating and air-conditioning) systems

· Plumbing systems including landscape watering and drainage systems

· Electrical systems & solar systems

· Tree removal


Building Division Office Hours:
Monday - Thursday
7:30 a.m. to 5:30 pm
,
Friday 7
:30 a.m. to 12:30 p.m.


Hours of Construction:
Monday - Friday 8:00 a.m. to 5:00 p.m. (Noise levels can not exceed 100 dBA as measured 25 feet from the property line)
Saturday 10:00 a.m. to 5:00 p.m. (Noise levels can not exceed 70 dBA as measured outside of the property plane)
Sunday & Holidays - No work is permitted.

Permits
Permits are issued Monday through Friday between 8:00 a.m. and 11:30 a.m. only.

Staff
Building Division Organizational Chart 

Staff consists of a Building Official, a Senior Building Inspector/Plan Checker, a field Building Inspector, a Permit Technician and a Secretary. The staff is responsible for plan checking, issuing both building and encroachment permits, and enforcing the building, electrical, mechanical, plumbing and all other relevant codes adopted by the Town.

Inspections
Inspections are required for all permitted work in the Town of Hillsborough. The purpose of inspections are to ensure that the work meets the construction and installation requirements of applicable codes. These inspections are required for all permitted work. Inspection requests should be made at least 48 hours in advance. Inspection requests can be made by calling (650) 375-7411.

Cancellation or Re-inspection Fee's - For any reason other than weather, an inspection that is canceled on the day that it is scheduled a $50 cancellation fee will be charged. If the inspector is not able to enter the site to conduct a scheduled inspection or the approved stamped set of plans and permit card is not available the $50 cancellation fee will be charged. A $50. re-inspection will be charged if the work requested to be inspected is not ready for inspection.

Subcontractors - All subcontractors working on the job site must be listed on the “Subcontractor Sheet” before calling for an inspection

Plans On Site - The stamped, approved plans must remain on the job site at all times. All documents attached to the plans must remained attached.

Construction Signs
Construction signs are limited to 12” x 15” (maximum size) black lettering on a white background.
