Hillsborough Planning Division's strives to serve customers with professionalism and team-work, with an emphasis on front loading the design review process to avoid surprises and create the most efficient design review possible. We remain directly available to help the citizens of Hillsborough through each step of the process.
The Planning Division is responsible for Design Review, Zoning, Environmental Assessment and Long-Term Planning
Design Review - Design Review involves providing staff services to the Town’s Architecture and Design Review Board, processing design review applications, conducting public hearings, and implementing the Town’s Design Guidelines.
Environmental Assessment - Environmental Assessment involves the preparation of environmental documents as required for both private and Town projects consistent with provisions of the California Environmental Quality Act.
Long-Term Planning - Long-Term Planning involves the preparation, maintenance and implementation of the Town’s General Plan.

This website now provides you with access to project, planning, permit, inspection, contractors, licenses, plan checking, and land information using web-enabled screens and functions. This site will allow owners and applicants 24/7 access to review the status of their projects from the comfort of their home.
Planning Division Staff - The Planning staff includes Director of Building and Planning, Elizabeth Cullinan, AICP, Serena Nevarez, Associate Planner and Cynthia Richardson, Consulting Planner. Planning staff works closely with the staff of the Building Division.
