General Plan

The General Plan is the basic planning document for California cities and counties. Every city in California must adopt a comprehensive, long-term general plan for the physical development of the city. All land use approvals and decisions in the Town must be consistent with the General Plan. A General Plan must include the State-required elements and any optional elements that the Town chooses to adopt. The seven State-required elements are: Land Use, Housing, Circulation, Conservation, Open Space, Safety and Noise. The Town of Hillsborough has combined the Conservation and Open Space Elements to avoid repletion of issues. The Housing Element of the General Plan was adopted in July, 2002. The remainder of the General Plan was revised and adopted by the City Council on March 14, 2005. The revised 2005 General Plan is available below. A complete copy of the Town’s General Plan is available for review at Town Hall.
