On July 11, 2019 the City Council adopted an ordinance enhancing requirements for construction management and time limits for completion of construction. The ordinance is part of a comprehensive program to enhance construction management to reduce impacts to neighbors, reflecting the following key components:

  1. Requirement for on-site construction parking, unless otherwise authorized
  2. Requirement for screening of construction materials and portable toilets, unless otherwise authorized
  3. Required notice of construction to neighbors
  4. Shortened construction time limits
  5. Required public notice for time extensions for construction completion
  6. Authority for the Building Official to hire a third party independent inspector at the applicant’s cost for continuing violations.

Changes to the California Building Code

Starting January 1, 2023 all projects that are submitted for building, plumbing, electrical and mechanical permits will be required to comply with the 2022 California Code of Regulations Title 24. This code is the Building, Residential, Electrical, Plumbing, Mechanical, Energy, Green Standards and Reference Standards codes. These codes can be found on the State of California website.

The Building Division is tasked with enforcing the minimum standards found in the various model codes adopted by the State of California through the Building Standards Commission and as adopted and amended by our City Council. These include, but are not limited to:
