Responsibilities & Services

The Planning Division is responsible for design review, zoning, environmental assessment and long-term planning.

  • Design review involves providing staff services to the town’s Architecture and Design Review Board, processing design review applications, conducting public hearings, and implementing the town’s design guidelines.
  • Zoning includes the administration of the town’s Title 17 - Zoning Ordinance and other development regulations of the Hillsborough Municipal Code and providing zoning information to homeowners and developers.
  • Environmental assessment involves the preparation of environmental documents as required for both private and town projects consistent with provisions of the California Environmental Quality Act.
  • Long-term planning involves the preparation, maintenance and implementation of the town’s General Plan.

As part of the Town’s response to COVID-19, the Town has moved to modified operations.

Town Hall is closed to the public, to limit in-person contact, however staff is available by phone and email.

Phone services hours are 8:00 to 4:00 p.m. Monday through Thursday and 8:00 to 12:30 p.m. on Friday. Essential services from first-responders will continue.
