2005 Hillsborough General Plan

The General Plan is a local government's long-term blueprint for the community's vision of future growth. Every city in California is required to adopt a comprehensive, long-term General Plan for the physical development of the city. All land use approvals and decisions in the town must be consistent with the General Plan. The Town's general plan includes the following elements:

  • Land use
  • Housing
  • Circulation
  • Conservation
  • Open space
  • Public Safety
  • Noise

The 2005 General Plan is available below. The text chapters and figures have been listed separately for ease of use and are in Adobe Acrobat format (PDF).  A complete copy of the Town's 2005 General Plan is also available for review at Town Hall and the Burlingame and San Mateo main libraries.
