General Plan

Hillsborough General Plan

The General Plan is a local government's long-term blueprint for the community's vision of future growth. Every city in California is required to adopt a comprehensive, long-term general plan for the physical development of the city. All land use approvals and decisions in the town must be consistent with the General Plan.

The Town's general plan includes the following elements:

  • Land use
  • Housing
  • Circulation
  • Conservation
  • Open space
  • Safety
  • Noise

The Town of Hillsborough has combined the conservation and open space elements to avoid repletion of issues.

Housing Element

The Housing Element of the General Plan was adopted in 2014. The remainder of the General Plan was revised and adopted by the City Council on March 14, 2005. The revised 2005 General Plan is available below. The text chapters and figures have been listed separately for ease of use and are in Adobe Acrobat format (PDF).

A complete copy of the Town's General Plan is available for review at Town Hall. Copies are also available at the Burlingame and San Mateo main libraries.
