Yes. Limits on the types and number of pets are contained in the Hillsborough Municipal Code, HMC 6.16.030, which limits residents to 5 dogs. A horse may be kept if the resident has a minimum 2-acre lot. Chickens and other fowl are allowed by permit only (issued by the City Manager's Office), with several restrictions on the location of cages and noise.
